Car was rented from Dollar, an apparent Hertz subsidiary. Upon arrival at the Skyharbor Airport we found a sign at Dollar RAC directing us to the Thrift desk. There was minimal acitivity at other counters. There were over 100 of us waiting at the Thrifty desk. Three windows were open. As I had a prepaid, non-refundable reservation I was stuck. Standing in line I could hear numerous customers arguing on the phone over the wait and cancellation of reservations. After 2 hrs I got to the clerk who was pretty calm and cheerful dispite the workload. He tried to work in upsales on insurance, gas and a larger vehicle even though my answers were short and similar to "I just want the keys". Price of the upgrade during the conversation dropped three times from $226 to $144, This was on top of the pre paid rate of $377. Not once was there an apology for the wait or an explanation. This is the third time since COVID that I've had a similar experience at Sky Harbor Airport. This hasn't just been with Dollar/Thrifty/Hertz. Seems everyone goes for the lowest rate, thus getting stuck in the longest lines. Bottom line, don't expect to get off the plane, quickly pick up your car then head to golf course or company meeting. Chances you will be late.
